It depends on the assembly, not the region. Correctly installed foam is a permanent part of the assembly and is not on a replacement cycle the way batt insulation is. What shortens its life is a bad install: foam sprayed too thick in one pass, applied over a damp or dirty substrate, or used to bury a leak nobody found first. That is why we inspect for active water intrusion before quoting. Foam over an unresolved leak hides the problem instead of solving it.
It depends on the scope. Insulation work that is part of a larger permitted project, or that touches the building envelope during a remodel, routes through the Kent Permit Center and its Citizen Portal under Economic and Community Development. Closed-cell foam does not absorb water and does not feed mold, so it removes one of the materials mold commonly grows on down there. What it does not do is fix a water source. If groundwater is entering the crawl space or a drain line is leaking, foam applied over that will conceal an active problem. We check for water intrusion first and address the source before insulating.
If it is wet, compressed, or hanging loose, yes. Foam needs a clean dry substrate to adhere to, and spraying over saturated batt traps that moisture against the floor framing. If the existing batt is dry, intact, and correctly supported, there are assemblies where it stays. We make that call in the crawl space, not over the phone.
That depends on which approach the assembly is built for. Insulating the floor above a vented crawl space and encapsulating the crawl space as conditioned area are two different strategies with different code and moisture consequences. Mixing them is where problems start. We identify which one your house is set up for and specify the vent treatment to match.
